LEVY OVERVIEW

ISSUE 1 FAST FACTS:

  • ​ISSUE 1 is a RENEWAL LEVY and will NOT increase taxes. ​
  • ISSUE 1 will maintain W-E Schools current funding levels, allowing all current student programming to remain in place.
  • ISSUE 1 is a combination of two levies:
    1. Levy originally passed in 1987, value of $7.585M, with a renewal cycle of five years
    2. Levy originally passed in 2009, value of $5.975M with a renewal cycle of five years
  • ISSUE 1 combines these two levies into one 10-year levy (similar to W-E's other levies) with a value of $13.560M. (12.7% of the District's yearly budget.)
  • Remember:
    • Any levy passed in or before 2012 received homestead and rollback (10% and 2.5%) meaning the local taxpayers only paid 87.5% of the levy.
    • If Issue 1 does not pass - and the original two levies expire, when the District is forced to go back on the ballot for new money - taxpayers will not get the rollback and then will pay the full 100% of the levy
  • If Issue 1 DOES pass, W-E Schools will not be due to have another RENEWAL issue on the ballot for FOUR YEARS.

WHAT W-E SCHOOLS STAND TO LOSE:

The District is required to have a balanced budget per State Law.
  • If this renewal were to fail, the Board of Education would most likely place a renewal levy back on the November ballot, and create a list of cuts to staffing, student programming and district services to be implemented. If that November renewal levy were to fail, it would be necessary to account for a significant loss of funding and balance the budget. November would be the last opportunity to renew current funding before it would be lost.
  • The W-E Board of Education (BOE) is required to make cuts to balance the budget in cases where funding is lost. While the BOE has not issued a list of cuts, if you recall, the previous list of cuts published in November came to $4.720M. Issue 1 is almost three times that amount - which means cuts would be significant if Issue 1 were to fail.
